I noted this a few years ago, when Police were misinformed and asking for their own dedicated spectrum and LTE network. I thought I wrote about it back then, but maybe not.
Technology changes, and LTE (and engineering in general), has the ability to reliably enforce priority service to certain customers. It makes sense for Emergency Services, and while they’re not needing to video feed a bush fire, other lower priority customers (mostly rural customers) are free to use that bandwidth.
It also means overall that 160Mhz spectrum is then opened to general consumers.
I expect this trend to continue, with all communications channels (perhaps excluding some or all military communications channels) moving to digital, making much more bandwidth available to consumers.
